Project Proposal

Eagle Project Proposal Board of Review Preparation

Scouts . . . you MUST always “CC” at least one other adult on all your communications to us.

♦ Meet with your Scoutmaster to plan your Trail to Eagle and identify an Adviser. All of you should review your current scouting profile in Scoutbook to make sure the information there is correct. Also, review the Eagle Rank requirements for Merit Badges and Position(s) of Responsibility. Make a plan to complete any missing requirements.

♦ After you have downloaded your copy of the Service Project Workbook (instructions in the next section), read the first five pages with your parents and adviser to make sure everyone knows what this undertaking involves!

♦ The proposal itself is an overview with just the beginnings of planning. It needs to demonstrate that your project will meet the five tests that are listed on Proposal Page A of the Workbook. The proposal needs only enough detail to show your review board that it will meet those tests.

Preparing your Proposal

  1. Download the SERVICE PROJECT WORKBOOK BSA requires that you use the current version of the workbook.
  2. Save it to your computer. We recommend using a format like this where ‘t’ is your 4 digit Troop number and b/g designates Troop gender:
    firstname-lastname-t0000b or g | For example: john-scout-t0057b
  3. Add your Name and Project Name to the front page and fill out the information on the Contacts page:
    ♦ For the Council Service Center – write in only the Service Center address
    ♦ For the Council or District Project Approval Representative – leave the section blank
    ♦ For the Project Coach section – provide your Adviser’s information.
  4. Complete each section in the Proposal.
  5. Make sure to keep a record of the hours worked by yourself, your adviser, your beneficiary and all your ‘project helpers’.

Completing the the Approvals Page

  1. Use the ‘Print to PDF’ function to create a standalone Approvals page. Save it, and then open it using Adobe ‘Acrobat Reader DC’. Do NOT use a built-in, browser-based pdf reader utility.
  2. Use Adobe’s ‘Fill and Sign’ feature to add your signature. You may type in your signature using one of the fonts Adobe offers (black or blue color only) or apply a previously scanned signature image. Remember to add the date you signed.
  3. Save the file. We recommend using a format like this where ‘t’ is your 4 digit Troop number and b/g designates Troop gender:

  4. Email the signed form to your Scoutmaster
  5. Repeat for your Committee Chair and Beneficiary.
  6. Your online folder should now have your Project Proposal page with all the signatures required to request a review.

Real signatures

We will accept ‘wet’ signatures with the proviso that they are all on the same original document and not an assemblage of photocopies.

  1. Create an online folder (we recommend Google Drive or Microsoft OneDrive. Do not use restrictive services such as Dropbox, Adobe Cloud, Docusign, etc.).
  2. Using the Print to PDF instructions, upload your Proposal which should include the Cover page through and including the Proposal Approvals page.
  3. In addition, and separately, include a pdf version of your signed Approvals page.
  4. Include a shareable link to this folder when you book your appointment.
  5. Put any Diagrams, Photos, and Supplemental information in the appropriate folders.

You are the owner of the online folder. As such, you control access to its content. We recommend that the sharing option is only active prior to a review board. After the review, you should revoke sharing. If we need to revisit, we will ask your permission to allow access.

Guide for Project Proposal signature gathering
  1. Before scheduling an appointment, work with your Adviser to make sure your online folder is accessible (shareable) and the required content is complete.
    We will automatically cancel appointments if the link is inaccessible or incomplete and notify you about the cancellation. You will need to make a new appointment.
  2.  Go to the APPOINTMENTS page to submit your appointment request.  The cut off for scheduling an appointment is 6:00pm on the Wednesday preceding the week in which you are requesting an appointment.

  • You may consider that you have secured that time slot and you will hear from us – usually the day before your review date – with a Zoom link. We will contact you if circumstances change for some reason and we have to re-schedule.
  1. Your review board will have reviewed your proposal, and will invite you to give a verbal account of your proposed project. This is a proposal; they are not looking for detailed information but there needs to be enough information for them to understand how your project will allow you to demonstrate Planning and Leadership skills. Other areas they are likely to question you about include safety provisions and preparedness for unanticipated events.
  2. If your review board is satisfied that your project meets the essential requirements for an Eagle Scout Service Project, the Board Chair will add an electronic signature to your Approvals page and email it to you. You may now move ahead with planning and completing your project.
  3. The approval of a Project Proposal is not an assurance the delivered project will satisfy a Rank Advancement review board.
